Military Family Housing


Background:

In conjunction with ACC’s Core Competence of  “Tenant Improvement”, ACC diversified into another service;  “Maintenance of Military Housing, Government Housing, Dormitories, and Government Temporary Housing such as Trailers. Many of these contracts were awarded on Relevant Experience, Past Performance and Technical Management Plan (Safety, Quality Control, Staffing Plan, Inventory Control).  Cost Factors and Pricing were not a significant factor given the Governments Priority of providing the Military Families and Government Families a “Quality of Life” above and beyond all else. ACC’s first experience with Military Family Housing came as a result of the “Base Realignment Act-Closure” (BRAC), and was awarded the San Francisco Presidio Army Base and the US Coast Guard Housing in Treasure Island. Thru these projects, ACC was fortunate to have acquired the experience, knowledge and expertise in providing Housing Maintenance and Management services of Military Housing. Today, ACC is one of the most competitive companies offering these services throughout the US and her Territories.

As a Military Family Housing Contractor, ACC provides overall contract management, supervision, labor, materials, tools, and equipment necessary to extend Military Family Housing Maintenance.  Maintenance Services include Service Calls, Change of Occupancies Maintenance [COM]; Recurring Maintenance for:  Air Condition Systems, Playground Equipment, and Exterior Facility Maintenance; and IDIQ Line Item Tasking.   In addition, to the Housing Unit Maintenance, ACC extends maintenance and repair services for all appliances located in the housing units, dormitories and temporary lodging facilities.

 

Providing piece of mind for our Military Families Serving This Country

ACC’s “Facilities Maintenance Management Software” maintains a numbered job order system that integrates flawlessly with the Governments Software.  Our software facilitates control and administration of all work assignments.  Subsequently, the system records and tracks a facility maintenance folder for each housing unit, as well as complete reports, logs, cost of items replaced or installed in a housing unit, customer survey forms, and written responses to customer concerns for the duration of its contract.  The end result is software that works with government software and an audit trail for taxpayers’ dollars.

In addition to having a reliable job order system, ACC provides, manages and operates a 24-hour service call desk for all Housing Contracts, to respond to Emergency, Urgent, and Routine service calls (we currently handle 12,450 calls annually).   ACC performs “change of occupancy maintenance”, which includes complete interior painting, kitchen remodeling, bathroom remodeling, new floor coverings, and minor repairs of electrical and plumbing repairs.   The change of occupancy, commonly known as a COM, must be completed within a 5-day period, and in some bases a 3-day COM was the standard.  On a average Military Base with 1,000 or more houses, we perform 400 COM per year, and an average of 40 during the peak months of May, June, July and August.

 

Cost Saving Preventative Programs for the Military Families

In addition to the service calls and COMs, ACC plans, coordinates, and executes an efficient Preventive Maintenance and Repair program for all Interior & Exterior systems.  Interior systems include: mechanical items, HVAC units, plumbing, electrical, lighting, flooring, and appliances.  Exterior systems includes: patios, doors, walls, paint, minor roofing accessories, gutters, downspouts, sidewalks, driveways, fences, windows, screens, laterals sewer and water lines, storage structures and more for all housing units.  All mechanical and electrical components in each household are routinely inspected and serviced for deficiencies throughout the duration of the contract.  An equipment list for each housing unit is maintained in order to operate a well-coordinated preventive maintenance program.  The bottom line effect of our well-coordinate preventative maintenance program is cost savings to our government and to the taxpayers.

 

Unique services that ACC can provide in its Military Family Housing Contracts:

  1. Property Management, whereas ACC functioned as the Landlord who assigned, obligated and terminated residents.
  2. Operate a Self-Help Store, whereas ACC stocked items similar to a hardware store.  Here the Military Family can freely purchase their own items to maintain their own Military Family Housing Unit.  This was a cost saving factor for the government that eliminated and defrayed the cost of a maintenance company
  3. Operate a Furniture Warehouse Facility, whereas ACC maintained and stocked household furniture and temporary necessities (e.g Bedding, Appliances, Living Room Sets,  Dining Table, and Kitchen Wares) until the families personal furniture and belongings, arrived from its previous location.  On average Military Families move every 2-4 years.

Disaster Response is a service that is required on every Government Facility and more importantly Military Family Housing.  This service will be covered in a section of its own.
